This manual is the U.S. Coast Guard's primary resource for training its crews and coxwains for boat handling and seamanship in conditions ranging from benign to extreme. The content is certainly comprehensive and aimed at the coastguards themselves but it is intereting to get an insight into the type of training they have and where they place the emphasis.
